About Capacity Development and Employment Services Board (CESB)

The Multi-Sector Capacity Building Programme (MSCBP) was a strategic response to address capacity challenges that had affected achievement of targets in the national development agenda enshrined in Vision 2020. It was launched in 2005 to serve the public and private sector and the civil society.

The Human Resource and Institutional Capacity Development Agency (HIDA), was established through an Act of Parliament in 2005 to coordinate the implementation of the MSCBP. Its mandate was to coordinate capacity building across all sectors. Between 2008and 2009, HIDA was later restructured and merged with 6 other public agencies to form the Rwanda Development Board.

The public sector component that was initially managed under HIDA was placed under a new institutional arrangement, in form of Public Sector Capacity Building Secretariat (PSCBS) that was established under the Prime Minister's Order in Sep. 2009. PSCBS was under the tutelage of the Ministry of Finance and Economic Planning (MINECOFIN).

In April 2013, Cabinet took a decision to restructure PSCBS and expand its mandate and therefore the National Capacity Building Secretariat (NCBS) was established under the Prime Ministers Order in June 2013. NCBS has an expanded mandate to coordinate at a national level capacity building in the public sector; private sector and the civil society. NCBS is currently under the tutelage of the Ministry of Finance and Economic Planning (MINECOFIN)
